Those present were Joe Gieselman, Mark Reinking, John Bell, Kay Killen, Emily Mazac, Robin McKeever, Carl Newsome, Rodolfo Carrera, and Yates Barreda.

Meeting Notes

John Bell reported that 135 memberships had come in with the forms sent out with the January newsletter bringing total membership to about 337.
Joe Gieselman reported that the Austin Police Department would like the e-mail roster for the association membership. According to the by-laws, such information is confidential, so Joe Gieselman will relay any information to members on the e-mail roster that APD sends him. Kay Killen said that she is learning about the ANC and that its opinions weigh heavily with the City Council. Meetings cover any issues of concern to the City: SmartGrowth, transportation, AISD, zoning, land use, the Longhorn pipeline, etc. Of increasing importance will be the development of individual neighborhood plans by each neighborhood association. The letter Joe wrote to Peter Rieck of the City Public Works and Transportation Department about neighborhood transportation concerns (the turn lane on Robert E. Lee at Barton Springs Road, repaving of Barton Skyway, sidewalks on Barton Hills Drive, school speed zone on Homedale, and traffic calming on Barton Hills Drive) was approved as drafted with the addition of a clause under the section about the turn lane on Robert E. Lee at Barton Springs Road stating that the association would be receptive to meeting with Mrs. Umlauf and the board of the Umlauf to mediate any concerns they might have. There has been no real response from the City yet about the associations proposal to help with trail building at Zilker Park on 6 May 2000. Joe will check with Mark Gentle and will look into this further. Rodolfo Carrera presented information on the Terrace Development. A number of issues are involved with this development which is just across Barton Creek from the neighborhood, the most important of which are environmental, zoning, and enforcement. It is not immediately clear if the development is proceeding with what is legally allowed and, if it is not, whether anything is being done about violations. Rodolfo will research the regulations and specific violations and prepare a fact sheet for the general membership meeting in April. He plans also to prepare a form letter members who object to the development as it is may send to City Council members and also plans to request a letter from the association itself. Both Joe and John Bell receive frequent complaints from residents about property and zoning ordinances--parked RVs and boats, eyesores, and the like. Most of these are covered by zoning ordinances, and the phone number for complaints to the City will be included in the April newsletter. Joe will find someone to represent the association on the APDs Commanders Forum. Both Kay and Yates, who are on the Parade committee, feel that Roberta Preston has plans for the annual 4th of July celebration well in hand. Before the meeting Kay announced that she had been approached by people from Old Navy which wants to sponsor the parade as well as several others on the 4th. After some discussion it was decided to keep the parade a neighborhood affair free of commercialism although the association would be willing to accept kazoos and flags and to ask for a $300 contribution from Old Navy to help with expenses. The Zilker Neighborhood Association has asked that we co-sponsor a City Council candidate forum 24 April 2000 at the Kinney Avenue Baptist Church. We agreed and will advertise the forum in the April newsletter. Since the main issue of concern to the association as demonstrated in the January survey is the Terrace Development, we will have a speaker from the development at the April meeting. The deadline for newsletter entries to reach Emily Mazac is 7 April 2000. Articles will include the number for zoning complaints, the City Council candidate forum, the APD e-mail relay, a report on the February political forum, a report on the Barton Creek Greenbelt clean-up, an announcement about the 4th of July Parade, as well as the meeting agenda and speaker. It was suggested that a topic for a future meeting could be the issue of single member City Council districts. Robin will do some research into this. |
